
The purpose of the HEAT Program is to assist eligible households meet the rising costs of home energy. HEAT is not a welfare program. It is a federally funded Energy Assistance Program that is administered by the State of Utah through the Department of Community and Culture (DCC).
( Low Income Energy Assistance Programs) see website for more information. Weber, Davis and Morgan Counties in Utah will participate in a year-round demonstration HEAT Program. This is only a demonstration program, not a permanent program. This trial program is to determine its effectiveness. Persons living in these counties may apply for HEAT assistance one time during the period of: November 2, 2009 through September 30, 2010. HEAT benefits are a ONE-TIME payment only and will not cover your entire yearly energy costs. Therefore, it is important that each household do all they can to keep utility bills current.
IMPORTANT: It is not a requirement to be shut off or have a shut off notice to apply for benefits.

Please bring all the necessary documentation including:
- Identification Current Drivers License, State ID or Government Issued Residency Documentation
- Social Security Cards Valid, signed Social Security Cards for yourself and all persons in your household who are age 18 or older
- Utility Bills A copy of your most recent & active utility bills from each utility supplier (both gas and electric)
- Income Proof of ALL earned and unearned gross income received by ALL household members in the month prior to the month of your application
- Paid Medical & Dental Expenses Proof of medical/dental expenses you paid out during the month prior to the month of your appointment or application date.
- Child Support &/or Alimony Proof of any child support and/or alimony you paid out or received in the month prior to the month of your appointment.
- Proof of Disability Must be disabled for at least 6 months. Proof: Letter of Social Security Benefits.
- Proof of Age for any Child in the Household Age 5 and under. Birth Certificate, Blessing Certificate, Immunization Record, etc.

Any household in Utah is eligible if:
- Total household income is at or below 150% of the federal poverty level
- The household is "Vulnerable", i.e. they are responsible for paying their home energy costs either directly or indirectly. Indirectly means that a household pays rent and a landlord, trailer park, etc. uses part of that rent to help cover the cost of utilities
- The household has a least one person living in the home who is a US Citizen or a qualified alien with acceptable United States Citizenship and Immigration Services (USCIS) documents
Benefits are available to all eligible persons regardless of race, religion, national origin, sex, age, or political belief.

How long will it take to receive my benefit?
Your application will take four to six weeks to process, therefore you will need to continue to make your utility payments. In four to six weeks you will receive a letter indicating whether your application was approved or denied. If approved, the amount issued to the utility companies will be noted on the letter, as well as a percentage of how you chose to divide your benefit. If denied, it will indicate the reason. You must keep this letter for your reference and verification.
How is my benefit paid?
The State of Utah generates payments directly to the utility source, therefore Futures Through Training will not have any control over the issuance of benefits.
Who do I contact to find out about my H.E.A.T. benefit?
You may contact the HEAT Program Supervisor (located in contacts) if it has been longer than six weeks from the time you submitted your application or had your interview with an intake worker.
Can I apply more than once during the H.E.A.T. season?
No, If you or a household member has already applied and a letter of approval was received during the HEAT season, then your household is not eligible to apply again
Do I have to be on my bills to apply for H.E.A.T.?
Absolutely not, any household that is eligible for H.E.A.T. can apply at any time during the HEAT season.
Can you help with water bills?
No, we do not help with water, sewer, or garbage. The finding criteria does not allow us to assist with these utilities.
Do I have to bring in all my information every year?
Yes, you must bring all your documents every year, as we only determine eligibility for the month prior to your application date.
Do I have to report assets?
No, we do not count assets.
