Total household income is at or below 150% of the federal poverty level.

The household is “Vulnerable”, i.e. they are responsible for paying their home energy costs either directly to a Utility provider or indirectly. Indirectly means that a household pays rent to a landlord, trailer park, etc. and the landlord uses part of that rent to help cover the cost of utilities.

The household has a least one person living in the home who is a US Citizen or a qualified non-citizen with acceptable United States Immigration Service (USCIS) documents.
